The Manhattan FMGP Site is an inactive site and is managed by KGS/ONEOK (ONEOK is now known as ONE-Gas, Inc.). The original Consent Order (Case No. 94-E-0172) was signed October 7, 1994. An amendment to the Consent Order, signed by the Secretary May 5, 2003, grouped eight sites and allows ONE-Gas to expedite investigation and if need be, clean up.

ONEOK completed initial sampling activities in September 2003 and provided a Site Investigation Report in January 2004. The SI Report documented that the subsurface had been impacted by FMGP operations. ONEOK then submitted a Interim Removal Action work plan in August 2004. ONEOK after satisfying public participation requirements implemented this work plan completing the interim removal action, removing over 5,500 tons of impacted soil. This included removing gas holder contents, removal of the former tar well and restoring the site grade to original conditions. A removal action report was submitted April 7, 2006 and was acceptable for inclusion into the administrative file.

KDHE received an executed copy of the EUC Agreement. The City of Manhattan (current property owner) after consultation with KDHE (Environmental Use Control program lead and Bureau of Environmental Remediation project manager) constructed a Public Works, Traffic Operations Facility on or around August 1, 2012. This new construction was completed within a portion of the site that is included in an Environmental Use Control and involved the plugging of one ground water monitoring well. This well should be replaced as part of completing groundwater characterization activities. Groundwater characterization is needed followed by the development and implementation of an appropriately protective remedial strategy. KDHE and ONE-Gas met in March 2016 discussing the appropriate path forward for this site. ONE-Gas, Inc., is conducting added groundwater characterization as part of a multi-phase investigation. Phased field work has been completed. Completion of a Supplemental Site Investigation(SSI) Report (for all recent phases of characterization is pending resolution of construction issues (discovery of MGP wastes during foundation trenching) and completion of a community relations plan.
