Site Narrative:
The Junction City FMGP site is managed by ONEOK (now known as ONE-Gas, Inc.). The original Consent Order (Case No. 94-E-0172) was signed October 7, 1994. An amendment to the Consent Order, signed by the secretary May 5, 2003, grouped eight FMGP sites and allows ONE-Gas to expedite investigation and if need be, clean up the site. ONEOK implemented Interim Remedial Measures investigations in August 2008.
The Investigation and interim response were complicated by the following: 1) the site is currently a repair and storage facility for school bus operations and is active for 9 months of the year; 2) there is a desire of the "bus barn" owner that activities have as little impact during the academic year as is reasonable; and, 3) there are former and existing adjacent underground storage tanks in the direct vicinity of the site. It is unclear whether residual contamination associated with these tanks have impacted the FMGP site. ONE-Gas completed the field work for the Interim Removal Action at the FMGP site in August 2008. ONE-Gas developed a prioritization scheme/programmatic schedule for added characterization tasks at this and other FMGP sites and presented this approach to KDHE at a meeting held on March 2016. The initial phase of the Supplemental Site Investigation (SSI) was completed late summer 2019. the Draft SI report was conditionally approved. An initial phase of added characterization was completed in late 2019. The final phases of investigation leading to the development of a Corrective Action strategy is on-going consistent with the annual 36-month (rolling) calendar/schedule provided by ONEGas |
