The Abilene Former Manufactured Gas Plant (FMGP) Site is an inactive site managed by ONEOK (now known as ONE-Gas, Inc.). The original Consent Order (case number 94-E-0172) was signed 7 October 1994. A May 5, 2003 amendment to the Consent Order grouped eight ONEOK FMGP sites including the Abilene FMGP site.

ONE-Gas implemented interim remedial measure investigations at the site and performed an interim removal action at the Abilene FMGP site in January and February 2005, removing contaminated soil from the site. ONE-Gas initially installed three groundwater monitoring wells in August 2004. In response to KDHE review comments, ONE-Gas installed an additional up-gradient well and replaced a poorly functioning well.

Groundwater analytical results continue to show that the groundwater is contaminated with PAH compounds in excess of KDHE risk screening criteria. The groundwater is also impacted with parameters more commonly associated with petroleum hydrocarbons. ONE-Gas has collected and analyzed eight (8) rounds of groundwater samples (December 2004, January and August 2005, June 2006, August 2007, July 2008, June 2009 and October 2009). The data show persistent BTEX (benzene, toluene, ethylbenzene, xylene) and PAH impacts to groundwater. ONE-Gas has completed latest phase of groundwater characterization (July 2016) including on-site and off-site areas. The resultant report was submitted to KDHE for review on October 21, 2016 wherein KDHE noted greater site-related impacts. ONE-Gas completed a Phase II investigation noting significant impacts off-site. The Responsible Party then completed a continuation of this second phase work which KDHE approved in March 2018. THE RP submitted a thorough and comprehensive Corrective Action Study which KDHE approved 8/28/2018. The public comment period on the Draft Agency Decision Statement ended September 17, 2019; no comments were received. The ADS was finalized, September 24, 2019. The Responsible Party developed and is implemented a phased remedy. Site activities are expected to begin in late 2021 to early 2022.
