Site Narrative:
The CCI-KSA site, located in the basement of a three-story warehouse, and was one of four facilities owned and operated by CCI in the Kansas City, KS metro area. CCI operated as a chemical broker purchasing and storing surplus chemicals for resale. CCI-KSA housed excess from other CCI facilities.
EPA initiated a site investigation following an incident involving a truck transporting ammonium perchlorate catching fire creating a safety incident in a residential area and a documented hazardous substance release at the CCI-Olathe facility. EPA investigators found the CCI-KSA facility stored regulated hazardous substances including oxidizers, flammables, corrosives, and poisons. Improperly stored regulated and unregulated chemicals were in variably deteriorated and leaking containers. Unsegregated, incompatible chemicals created a fire and explosion potential, and building accessibility made it susceptible to vandalism and a public health threat.
EPA initiated a removal action through an action memorandum in October 1991. EPA emergency response contractors inventoried and sampled contained chemicals and spilled materials overpacking and segregating chemicals by hazard class. Contractors removed chemicals and spilled materials between September and November 1992. Contractors disposed of regulated chemicals and spilled materials through different methods including chemical fixation and landfilling, blending, and rotary kiln and hydrolyzation incineration.
In 2016 a completed Phase II investigation based on recognized environmental conditions identified in the prior Phase I investigation. Prior to the CCI’s 40-year chemical storage history records show a separate operation stored oil and grease near the building. The Phase II investigation included evaluating potential soil and ground water contamination resulting from storage operations. Laboratory analytical results showed low- and mid-range petroleum hydrocarbon detections in soil and ground water related to historic oil and grease storage unrelated to the CCI operations. The petroleum hydrocarbon contamination is currently being addressed through the Voluntary Cleanup Program under site number C4-105-73394.
After the completed removal action and because hazardous substances no longer exist at the referenced site, EPA classifies the CCI site as a site with no hazardous substances per EPA CERCLA guidance (EPA document #540/G-91/013, September 1991) supporting an EPA no further action needed decision. EPA concludes no further CCI-related site action is appropriate or necessary, thus a threat to human health and the environment no longer exists. This site requires no further action, and KDHE classifies it resolved. |
