Site Narrative:
The Kansas City FMGP site originally consisted of two project sites KDHE Administrative files as the "East" and "West" sites (C4-105-70038 and C4-105-70041 respectively). After the Preliminary Investigation, KDHE and the Responsible Party administratively consolidated and filed all information of the two sites under the “East” project identifier. In August 2026, the two projects were consolidated under the C4-105-70038 project code as “FMGP-Kansas City” and project code C4-105-70041(this site) was closed out.
The Kansas City Former Manufactured Gas Plant (FMGP) was constructed in 1883 and operated between 1886 and 1906. However, the FMGP was maintained in "stand-by" status until at 1913. The site was generally razed in a phased manner between 1950 and 1968. The site is currently the location of a maintenance facility.
Kansas Gas Service (KGS), now known as ONE-Gas, Inc., entered into a Consent Order in October 1994 after having completed a Preliminary Assessment (PA) (1993). Investigations subsequent to the PA and the signing of the Consent Order include: a Site Investigation (1997); a Remedial Investigation (1998); a Groundwater Investigation Report (2000); and Interim Removal Action Report (2003). Results of these studies confirm the presence of both soil and groundwater impacts from FMGP operations. Heavily contaminated materials, including FMGP waste and source materials were identified within the two below-grade gas holders onsite.
An Interim Remedial Action Plan (2002) was prepared by ONEOK and approved by KDHE in 2002. Removal activities began October 30, 2002, and were completed December 23, 2002. Approximately 4,300 tons of consolidated waste soil and liquids were removed from the site and transported to a thermal destruction unit (TDU) in Cedar Rapids, Iowa. 50 tons of scrap metal, debris and rubble were transported and disposed of at the Lone Mountain, Oklahoma hazardous waste facility. All liquid residuals and water were included in the consolidation process and transported to the Cedar Rapids TDU.
Groundwater monitoring continues and shows continued impacts to groundwater from FMGP associated constituents, though analytical results show decreasing concentration trends. KDHE and ONE Gas Inc., continue to coordinate development of a final remedial strategy for the site that addresses residual soil and groundwater impacts. ONE-Gas submitted a Supplemental Site Investigation Work Plan in July 2025, which was approved by KDHE in October 2025. ONE-Gas is now preparing the Supplemental Site Investigation Report.
