Site Narrative:
The Kansas City FMGP site consists of both properties known in KDHE Administrative files as the "East" and "West" sites (C4-105-70038 and C4-105-70041 respectively). KDHE administrative file information consolidates these two site under the "East" project identifier.
The Kansas City Former Manufactured Gas Plant (FMGP) began operation on or around 1883. conflicting information suggests that gas production ceased in1906. However, the FMGP was maintained in "stand-by" status until at least 1913. The site was generally razed in a phased manner between 1950 and 1968. The site is currently the location of a general maintenance facility. Kansas Gas Service (KGS), now known as ONE-Gas, Inc., entered into a Consent Order originally in October 1994 after having completed a Preliminary Assessment (PA) (1993). Investigations subsequent to the PA and the signing of the Consent Order include: a Site Investigation (1997); a Remedial Investigation (1998); a Groundwater Investigation Report (2000); an Interim Removal Action Plan; and, Interim Removal Action Report. Results of these studies confirm the presence of both soil and groundwater impacts from FMGP operations. Heavily contaminated materials, including FMGP waste and source materials were identified within the two below-grade gas holders onsite. San Interim Removal Action Plan was prepared by ONEOK and approved by KDHE in 2002. removal activities began October 30, 2002 and were completed December 23, 2003. Approximately 4,300 tons of consolidated waste soil and liquids were removed from the site and transported to a thermal destruction unit in Cedar Rapids, Iowa. 50 tons of scrap metal, general debris, and rubble were transported to the hazardous waste landfill facility at Lone Mountain, Oklahoma.
Groundwater monitoring shows continued impacts of the local groundwater from FMGP operations; however, at decreasing trends. KDHE and ONE-Gas, Inc., continue to coordinate together to develop a final remedial strategy for the site through the submittal of a Corrective Action Study Report that addresses residual soil and groundwater impacts. In the meantime ONE-Gas, Inc., proposes to perform added site characterization activities per the 36-month rolling schedule.
