The Atchison FMGP Site is the location of a former manufactured gas plant (FMGP) which operated between 1880 and 1905. A portion of the site, south of Main Street is a gravel covered parking lot and is otherwise unoccupied. The portion of the site that is north of Main Street is currently occupied by a multi-story subsidized apartment complex with associated parking.

The original Consent Order was signed October 7, 1994. An amendment to the Consent Order, signed by the KDHE Secretary May 5, 2003, added the Atchison FMGP site. Groundwater monitoring well installation was completed in November 2007 and included the installation of 6 groundwater monitoring wells. These wells were sampled April 2008, June 2009 and October 2009. The latest available groundwater data show primarily non-detects for FMGP related parameters; however, monitoring data for wells 5 and 6 had detections above Risk-Based Standards for Kansas, RSK Manual, 5th Version (October 2010) residential criteria.

A significant concern with the Atchison site is that a subsidized-housing apartment high rise was constructed over the northern most (former) gas holder. While it is likely that much of the gas holder content was removed during apartment construction, residual PAH contamination, confirmed in soil sample data, in areas proximal to the northern gas holder exist. Therefore, KDHE requested that ONE-Gas implement Interim Remedial Measures (IRM) investigations at the site. ONE-Gas submitted (December 2010) a vapor intrusion (VI) work plan for the Atchison FMGP site. Multiple rounds of VI sampling have been collected with inconsistent data results. ONE-Gas collected additional rounds of VI samples in mid to late 2013 and submitted for KDHE review a draft Vapor Intrusion report which KDHE approved. ONE-Gas submitted and KDHE approved the work plan for added site characterization; field work for this activity has been completed and KDHE/ONE-Gas are evaluating possible interim actions. KDHE and responsible party met in March 2016 to discuss a path forward for this site including interim removal activates and added characterization supporting final remedy development and selection.

ONE-Gas, Inc., completed an interim Removal Action in and around the "tar well" in 2019. KDHE completed review of the Draft Corrective Action Study report and provided comments. The responsible party is addressing those comments and is developing a community relations plan along with developing a response to Environmental Justice concerns..
