Site Narrative:
The former Pittsburg manufactured gas plant facility (site) is an inactive site and is managed by Western Resources (Westar Energy) - now EVERGY, Inc., EVERGY, provided an investigation work plan for review 10-2010. KDHE provided technical review approving the document. Field work is pending negotiation between Westar Energy and several land owners including three separate private owners and the forth owner (City of Pittsburg). The site is in the northwest quarter of Section 29, Township 30 South, Range 25 East, in Crawford County, Kansas.

The site is approximately 170 by 300 feet or about 1.2 acres and is bounded by Second, first and Locust Streets and an alley way to the west. The FMGP property is owned by the private individuals and the City of Pittsburg. The Manufactured Gas Plant (MGP) operated between 1887 and 1905 producing between 12 and 15 million cubic feet of coal gas per year. Current property use includes brick buildings originally associated with the MGP facility, a corrugated metal structure (Quonset Hut).

Initial phases of characterization have been completed. The data show that the site has been adequately characterized. An added Phase characterization sample collection is complete. Westar Energy (now Evergy) performed added soil characterization per KDHE request assessing possible broader impacts. Added impacts were identified. The Responsible Party submitted and KDHE approved a Corrective Action Study Report for the Site. KDHE is writing a Draft Agency Decision Statement (ADS) that will be available to the public for comment.

The RP through its contactor has submitted for KDHE BER EUC Program review several EUC applications from two property owners; the City of Pittsburg has refused to consent to any land use restrictions on property it owns. The EUC Program is in the process of reviewing the available EUC applications.
