Site Narrative:
The Barnsdall Refinery Site is a former oil refinery that is located within the boundaries of the North Industrial Corridor site (C2-087-70150). The refinery occupied the area between Broadway and Emporia Streets from 29th Street North to 25th Street North and operated from 1930 to 1950. Structures included numerous aboveground storage tanks of various sizes, process buildings, and acid sludge pits. A 1960 air photo showed most of the structures had been dismantled with some remnants and debris remaining in the south portion of the site. A 1988 air photo showed the property was being used as a metals scrap yard. Currently, the Site is occupied by an active metals recycling facility. Contaminants at the site include petroleum hydrocarbons, polychlorinated biphenyls, and metals. Chlorinated hydrocarbons detected in deep groundwater may have been used at the site but could also be coming from off-site sources.

In 2007, Sunoco, Inc. entered into a letter agreement with KDHE to conduct sampling at the site. Groundwater samples were collected from monitoring wells in June 2007 and additional sampling was conducted in June 2009. KDHE reviewed the investigation results and requested additional sampling and a revised investigation report. Additional sampling was conducted in December 2010. The investigation report was approved by KDHE in April 2011.

KDHE issued an Administrative Order to Sunoco, Inc. on June 3, 2013, for additional investigation to complete a Comprehensive Investigation (CI), and to conduct a Corrective Action Study (CAS). KDHE approved the CI/CAS Work Plan for the Site on February 13, 2014, and implementation of the Work Plan began in April 2014. CI field work activities have been completed and the CI Report has been approved.

The work plan for interim remedial measures was submitted and involves capping and inspections along with long-term monitoring. The Corrective Action Study is expected to be submitted to KDHE during the 2nd quarter of 2024. Annual groundwater monitoring is currently being conducted.
