Site Narrative:
The Kansas Plating Site is located within the North Industrial Corridor Site in Wichita, Kansas. Kansas Plating is a former metal finishing and non-destructive testing facility associated with aircraft manufacturing and aerospace engineering. Chrome and other metal plating was conducted at the former facility. The facility operated at the location since the late 1950s and early 1960s. The former facility includes three buildings: 1110 N Mosley, 1130 N Mosley, and 1107 N Washington. A Unified Focused Assessment was conducted as part of KDHE's Sector Assessment Program. Off-site soil and groundwater samples were collected adjacent to the facility using direct push technology. The following substances were detected above their respective screening levels and at their greatest concentrations in groundwater sample KP-3, located in the alley between two of the buildings: cyanide 0.55 mg/L, hexavalent chromium 1.5 mg/L, chromium 1.3 mg/L, and trichloroethene (TCE) 0.052 mg/L. TCE was detected in background sample KP-1 at 0.013 mg/L.
In 2007, Kansas Plating, Inc. entered into a letter agreement to collect additional soil and groundwater samples. Groundwater sampling was conducted in December 2008. Based on the 2008 results and historical data, KDHE issued an administrative order to Kansas Plating, Inc. in 2009 which was subsequently appealed. In June 2010, KDHE and Kansas Plating, Inc. reached a settlement agreement whereby KDHE would conduct the comprehensive investigation (CI) for the Site. KDHE implemented the CI Work Plan in December 2010 and the CI Report was finalized in February 2011.
The CI Report documents the presence of chromium, cadmium, arsenic, lead, mercury, and vinyl chloride in soil at the Site at concentrations in excess of KDHE's Tier 2 Levels. Chromium and trichloroethene were detected in groundwater at concentrations in excess of KDHE's Tier 2 Levels. Kansas Plating, Inc. filed bankruptcy in June 2015. The City of Wichita has conducted supplemental investigation work and submitted a Corrective Action Study, which KDHE approved in January 2021.
KDHE's Draft Agency Decision Statement (ADS) was publicly available for review. No public comments were received during the comment period (March 5-20, 2021). The ADS has been finalized, and the Corrective Action Plan has been approved. Long-term groundwater monitoring is being conducted semi-annually. |
