Site Narrative:
The City of Wichita applied to KDHE for a Phase II Brownfields Targeted Assessment (BTA) for the WaterWalk Property. The application was approved on September 14, 2004. The City owns the property, which is located to the east of the Lawrence Dumont Stadium and the Wichita Ice Center on the east side of the Arkansas River. The Site property is approximately 33 acres and is bound by Waterman Street to the north, Main Street to the East, Kellogg Avenue to the south and the Arkansas River to the west. The City plans to redevelop this property into a mix of retail, entertainment, residential, and recreational uses.

KDHE completed Phase II activities at the subject property in December 2004. Both soil and ground water collected during the Phase II indicated the presence of DRO above RSK values at the property. Because all detections discovered during the BTA area were within the boundaries for the Gilbert & Mosley site, this contamination will be addressed under the Gilbert & Mosley Consent Order.

Additional soil and groundwater sampling in the spring of 2006 during two investigations revealed concentrations of petroleum and metals in soil and groundwater. The City has submitted a draft Comprehensive Investigation Work Plan, which has been approved, to delineate the horizontal and vertical extent of contamination at the site. Meanwhile, activities related to the WaterWalk redevelopment have been started by the City of Wichita Department of Public Works. A utility corridor was excavated through the Site starting in August 2006 through the area of petroleum and lead impacts. Excavated soils were screened and segregated based on contaminant type and concentration. Lead-impacted soils were landfilled, and petroleum-impacted soils were treated at a local asphalt plant until they reached residential contact standards for Total Petroleum Hydrocarbons. After processing, soils will be used as fill and roadbed material.

Recent results of monitoring of Gilbert and Mosley monitoring wells near this Site show contaminant concentrations well below the KDHE Tier 2 Levels for the contaminants of interest during 2018. Long-term monitoring continues.
