Site Narrative:
The Cintas-Mead Street Site is located at 2213 South Mead Street in Wichita, Kansas. This property is located within the Gilbert and Mosley Site. The Cintas Site was discovered during an environmental assessment conducted as part of a property transaction in March 2002. Cintas acquired the property, which was formerly operated as an industrial laundry by Rental Uniform Service (RUS), in May 2002. Dry-cleaning was reportedly conducted at the property by RUS from the mid 1960s until the early 1970s.
Tetrachloroethene (PCE) was detected on the property near the boiler room at a concentration of 760 micrograms per kilogram (µg/kg); and trichloroethene (TCE) was detected at a maximum concentration of 950 µg/kg. PCE and TCE were detected in the groundwater at concentrations of 27 micrograms per liter (µg/L) and 6.6 µg/L respectively.
An Administrative Order for Source Control Measures was issued to Cintas on April 7, 2004. A source investigation at the site began in 2004. Interim source control measures were initiated in 2005 with a limited shallow soil excavation, which removed 115 tons of contaminated soil, and the installation of a soil vapor extraction (SVE) system. The SVE operated from 2005 through December 2006 when it was turned off because of an observable decline in contaminants of concern in the groundwater. Monitoring wells were installed at the Site in 2005 and quarterly groundwater monitoring began.
Confirmation soil sampling of shallow and deep soil contaminant concentrations in the soil profile was done in 2007. In 2009 KDHE requested additional Site characterization because of rebound of volatile organic compounds (VOCs) in groundwater in 2007-2008. Additional soil sampling began in 2010. Based on the results from soil sampling another soil excavation was done at the Site in 2011 with removal of an additional 546 tons of contaminated soil which was disposed of off-site.
In 2010 soil-vapor samples were collected outside several residences adjacent to the Site. Results from this work indicated the possible presence of PCE and TCE in soil vapors. In 2011 and 2012 indoor air and sub-slab samples were collected from the homes during a vapor intrusion (VI) survey. Results from the VI survey indicated that human exposure to vapor intrusion from contaminants in groundwater is not a threat at this time.
Semi-annual groundwater monitoring continues in order to determine the impact of the soil excavation on the contaminant concentrations in the groundwater. A public availability session was held in April 2013 in Wichita concerning the draft corrective action decision (CAD). The final CAD was signed on June 26, 2013.
Work at the site includes quarterly water-level monitoring to determine the impact of nearby Gilbert & Mosley remediation wells on the potentiometric surface. Data was collected for three quarters in 2014. Data will be evaluated with Gilbert & Mosley pumping records received from the City.
Cintas installed soil gas samplers in October 2014 near area of two monitoring wells that showed increasing PCE and TCE concentrations. Cintas installed two additional monitoring wells in November 2015 to delineate the groundwater plume and define flow direction.. Additional soil samples and groundwater samples were collected near MW-2 and MW-1 to identify additional source material. New monitoring wells indicate additional potential source areas. A work plan to address additional hot spots is under development. Long-term monitoring continues at site.
A work plan for the use of ERD by injecting amendments was submitted by Cintas in April 2017, and was approved with comments.
An ESD was issued by KDHE in October 2017 regarding ERD by injections. Phase I took place in August 2017 - initial results indicate the injections were effective in MW-8, but not as effective in MW-9. Phase II took place August 2018. Monitoring continues into 2018. The Five Year Review was final |
