Site Narrative:
The South Washington and English (SWE) Site is a source area located within the Gilbert and Mosley site in Wichita, Kansas. The source area consists of two adjacent facilities located at 149 and 157 South Washington. The facility at 149 South Washington was originally a bird shop. There were two sumps located in this building that contained sawdust with high concentrations of tetrachloroethene (PCE) the source for which was not identified.
The facility at 157 South Washington is currently a flooring store. The cause of the contamination at this location is believed to be a photoengraving facility operated from 1962 to 1971. Sludge from a sump located at 157 South Washington contained high concentrations of PCE, trichloroethene (TCE), cis 1,2 dichloroethene (cis 1,2 DCE), petroleum hydrocarbons, and chromium. This source area was identified through investigation work conducted during 1997, 1998, and 2000 to evaluate elevated concentrations of chlorinated solvents within the Gilbert and Mosley Site. In June 2001, the City excavated the sewer line connected to the sump in the building at 157 South Washington.
In October 2002, the City of Wichita conducted a Source Area Investigation (SAI) at the South Washington and English site. The investigation identified a narrow, high concentration plume of PCE emanating from under the buildings and extending down gradient to the south - southwest. Ground water concentrations of PCE up to 20 mg/L suggested the presence of dense non-aqueous phase liquid (DNAPL) at this site. A revised Source Control Measures Report evaluating remedial options for this site was submitted in 2004.
KDHE prepared and issued a Draft CAD for the SWE Site on May 18, 2005, highlighting sump cleanout and electrical resistive heating and soil vapor extraction as the preferred remedial alternative. The alternative includes additional investigation to delineate DNAPL in the basal clays. No comments were received during the public comment period, and the final CAD was issued October 6, 2005.
As of November 2006 the City owns the property at 149 South Washington. Excavation of soil contamination inside the building occurred in June 2010. Results of soil confirmation sampling indicated a potentially larger area of contamination. Two further soil sampling events and one additional soil excavation occurred in 2010.
Based on results of the final soil sampling event an interim pilot study was proposed in 2013 for in-situ chemical oxidation near the aquifer/bedrock interface to address high concentrations of contaminants of concern (COCs) found in the deeper groundwater. The in situ chemical oxidation injection pilot study was done in December 2013 with promising preliminary results. City anticipates resumption of remedial project in 2017.
