Site Narrative:
In 1986, chlorinated solvents were detected in monitoring wells located immediately downgradient of the facility. The facility was investigated as one of the many potential responsible parties in and or around the 29th and Mead Superfund site. Resource Conservation and Recovery Act (RCRA) files from the 1970s and 1980s contain reports of poor handling practices for chemicals on site. In 1992, EPA conducted a RCRA Facility Assessment (RFA), which confirmed the presence of chlorinated solvents in the ground water and soil. In 1998, EPA required a RCRA Facility Investigation (RFI).

The RFI began in November 1999 and is being conducted in a phased approach; the most current report activity is the development of a Risk Assessment for the site. Groundwater data suggests that the contaminant plume may be impacting the adjacent Chisholm creek. The creek is also being impacted from other up-gradient sites. EPA, Region VII is the lead agency.

This facility has had similar operations under numerous names; Reid Supply and Service, Chemical Supply Company, Hydrocarbon Recyclers Inc., USPCI, Laidlaw, and Safety-Kleen. Safety-Kleen has submitted several iterations of the risk assessment which EPA has reviewed with KDHE input. Safety-Kleen has submitted several semi-annual reports detailing analytical data results.

In mid to late 2009 it came to the attention of KDHE and EPA that there may be radiological concerns with this site; predecessor operators may have received waste from former radium dial manufacturers/recyclers and thus there may have been releases to the environment of radiologic materials. KDHE Assessment and Restoration, EPA and Safety Kleen personnel conducted a brief site reconnaissance October 1, 2009 finding a former drain line on site with radiologic (gamma) detections 3 times background. EPA required that the facility address this concern in the forthcoming RFI Supplemental-Phase WP.

EPA received the RCRA Facility Investigation (RFI) Supplemental Phase Work Plan January 2, 2013. The RCRA Permit was renewed in September 2012. This Permit identifies several RCRA regulated units that the present owner would like to close. EPA continues to coordinating Site closure activities and remedy selection per RCRA requirements.
