Site Narrative:
The Hutchinson Former Manufactured Gas Plant produced manufactured gas from 1885 to 1918. Typical wastes included coal tars, oil, waste water, ash, ammonia, and cyanide. The site historically had fuel oil tanks, 2 gas holders, and a tar well. In 1990 a contractor to the United State Environmental Protection Agency, Region VII completed a Preliminary Assessment concluding that added work was needed. Western Resources completed a preliminary assessment in June 1993 and a site investigation (SI) in November 1994 finding petroleum products, PAHs (poly-nuclear aromatic hydrocarbons) in the soil and groundwater and light, non-aqueous-phase liquids (LNAPL) on site.
A remedial investigation (RI) was completed in June 1996 and a supplemental remedial investigation (SRI) was completed in July 1997. Both of these investigations indicated that BTEX (benzene, toluene, ethylbenzene and xylene), PAHs, and fuel oil is present in the groundwater and soil. ONEOK (now known as ONE-Gas, Inc.) submitted the Final RI to KDHE in February 2001. On May 10, 2005, Burlington Northern/Santa Fe railroad performed a tank removal adjacent to the FMGP site. From historical records, it appears this tank contained fuel oil use to heat a railroad platform north and adjacent to the FMGP site. There is a second tank structure immediately adjoining the northern boundary of the FMGP site. Ownership this tank is uncertain.
In May 2004 ONE-Gas prepared a report evaluating the potential risk posed by the site. This risk evaluation is the basis for proposed future actions at the site. KDHE has not approved this document. Since this time numerous investigations either directly or indirectly related to the Former FMGP site have been performed and include:1) a soil sampling effort associated with the former freight platform (June 2007); 2) Excavation Report - Former Freight Station (April 2008); 3) Additional Groundwater Sampling - Former Freight Station (including FMGP wells) (August 2008); and, 4) Monitoring Report - First through Four Events (May 2009, October and April 2010). Results report parameters consistent with petroleum hydrocarbons and PAH compounds. Additional rounds of groundwater sampling, performed under the authority of other KDHE programs include: July and October 2011, January and May 2011, and April 2013. Sample results from these sapling events continue to report data consistent with previous events data. Free product continues to be observed in groundwater monitoring well FMGP #03 and the other KDHE program well #8.
The property owner (Principal Insurance Group) submitted a EUC application which was recorded January 9, 2012. KDHE and ONE-Gas met in May 2012 to initially develop a programmatic strategy for all ONE-Gas FMGP sites, including the Hutchinson site. This schedule is revised annually. ONE-Gas completed that evaluation and subsequently submitted to KDHE a "Request for Site Closure" per KDHE policy/guidance. KDHE is evaluating this proposal and is considering the most suitably protective path forward for this Site. |
