Site Narrative:
The Arkansas City Former Manufactured Gas Plant (FMGP) site is no longer an active facility. The site is currently managed by WESTAR Energy, Inc. The site, approximately 1.43 acres, is located in the northeast corner of Section 36, township 34 south, Range 3 east.
The Arkansas City Gas and Electric company operated at the property for fifteen years (1890 to 1904). According to available file information, The southern portion of the former facility is now owned by ACW Iron and Metal. The northern portion is owned by Unified School District 470 and is used primarily for storage and minor maintenance. None of the former structures are apparent today. A Consent Order was signed by KDHE, 7 October 1994 and amended to include the Arkansas City FMGP site in 13 January 2003. Initial field investigation activities were conducted July 8, 2003. The Remedial Investigation Report was submitted in October 2003 and subsequently amended in October 2004.
Investigation documents conclude that former manufactured gas plant waste were identified in groundwater (MW-2) and sub-surface soil on site and recommended a limited, interim [soil] removal measure (IRM) or action, removing impacted materials in and around soil probes SP 6, 7, 20 and 22.
After complying with public participation requirements, the interim removal action was conducted August 2005. Confirmation sampling showed that the extent of soil impacts was slightly greater than anticipated and thus added soil was removed (after a second mobilization). A preliminary corrective action summary report was submitted and approved. WESTAR Energy submitted a Draft Corrective Action Study (CAS) which KDHE reviewed providing comments to Westar. A revised CAS was received by KDHE on August 30, 2013. KDHE completed review noting some minor but lingering concerns with some CAS verbiage. This verbiage was corrected and KDHE approved the Corrective Action Study November 21, 2013. The Agency Decision Statement public comment period is complete; KDHE received no comments.
The Corrective Action Plan - CAP - was approved January 26, 2016. Implementation of the selected remedy is on going. The responsible party is pursuing approval of Environmental Use Controls for this Site, including the adjacent land owner agreement to have an EUC on a small portion of his property. Therefore, EUCs are in process. |
