Site Narrative:
The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Inman, Kansas from 1953 until 1963. The former CCC/USDA facility consisted of thirty 3,250- bushel steel bins, which have been removed. The former facility is currently used as baseball field by the Inman School District.

In October 1997, KDHE sampled four private water wells located to the west and southwest of the former CCC/USDA facility conducted under a CCC/USDA sponsored private well sampling program. Carbon tetrachloride was detected in three of the four wells sampled at concentrations below the Environmental Protection Agency (EPA) Maximum Contaminant Level (MCL) of 5 micrograms/liter (µg/L). In 1998, additional sampling was conducted by KDHE during a Site Reconnaissance Evaluation (SRE), which confirmed the presence of carbon tetrachloride in soil samples collected from the former CCC/USDA facility.

In September 2005, KDHE resampled three residential private wells near the former CCC/USDA facility in Inman. At that time, two of these residences used well water for domestic purposes (i.e. drinking/bathing). Carbon tetrachloride was detected above the MCL in two of the wells, and below the MCL in the remaining well sampled. KDHE requested that CCC/USDA provide an alternate water supply to the affected residences in October 2005. CCC/USDA connected the two affected residential properties to the Inman public water supply connection in April 2006.

In October 2007 a work plan to characterize soil and groundwater contamination at the Site was approved by KDHE. Implementation of the work plan has been conducted in a series of phases, with Phase 1 implemented in November 2009 using a cone penetrometer drilling rig for soil and groundwater sampling and installation of temporary and permanent monitoring wells. Phase 2 began in November 2010 with the installation of temporary piezometers for additional groundwater sampling and water-level measurements, and additional soil sampling. Phase 3 and Phase 4 investigations were conducted in August through September 2011, with additional sample locations.

CCC/USDA submitted a Draft Report of Site Investigation Results from the 2009-2011 Investigation in January 2013. KDHE reviewed and requested revisions to the Report in May 2013 and requested additional characterization work be conducted at the Site.

CCC/USDA submitted a revised Comprehensive Investigation Report with a response to KDHE comments in January 2014. KDHE approved the report in April 2015. CCC/USDA submitted a monitoring plan to support site closure in January 2016. KDHE received the results of the fall 2020 sampling.
