Site Narrative:
The former Sylvan Grove Commodity Credit Corporation/United States Department of Agriculture (CCC/USDA) Grain Storage Site is located in Sylvan Grove, Lincoln County, Kansas. According to information gathered by the Lincoln County USDA office, the CCC/USDA operated a two-acre grain bin site. The grain bins have since been removed and the Site is currently undeveloped.

In February 1998, the Kansas Department of Health and Environment/ North Central District Office (KDHE/NCDO) sampled four wells in the area for volatile organic compounds and nitrate analysis. Carbon tetrachloride was detected at 33.6 µg/L in groundwater, above the federal Maximum Contaminant Level (MCL) of 5.0 µg/L. Trace levels of chloroform were also detected.

KDHE/BER Site Assessment Unit investigated the potential sources of the carbon tetrachloride in August 1998. Results from in-field gas chromatograph analysis of subsurface soil samples indicated that carbon tetrachloride was detected in four of six samples collected from the former CCC/USDA facility.

KDHE collected groundwater samples in April 2006 from three residences in Sylvan Grove that were sampled as part of the CCC/USDA private well screening program. Carbon tetrachloride was detected in one livestock well at a concentration of 18.2 µg/L; chloroform, a degradation product of carbon tetrachloride, was also detected at a concentration of 1.2 µg/L, which is below the MCL of 80 µg/L for the compound.

The CCC/USDA submitted an Environmental Site Investigation Work Plan to KDHE in May 2012, which KDHE approved, and the work was implemented in July 2012. The highest detection of carbon tetrachloride in soil was at 34 µg/kg at a location at the former facility, below the Tier 2 Screening level of 70 µg/kg for the soil-to-groundwater pathway. The highest concentration of carbon tetrachloride in groundwater was in the perched zone at 131 µg/L at MW-6, located at the southwest part of the former facility.

On Jan. 2013, KDHE received a Work Plan for indoor air and ambient air sampling near the former CCC/USDA facility. KDHE approved the Work Plan with comment, and field work for the air sampling was conducted in February 2013. Carbon tetrachloride concentrations were not detected for indoor air at all sampling locations.

The final Environmental Site Investigation and Vapor Intrustion Investigation Report was approved by KDHE in August 2014. KDHE reviewed the Groundwater Potability Determination Report but did not agree with the non-potability determination for the aquifer(s) at the Site due to reasons outlined in the letter. KDHE referred the nitrate impacts at the Site to the Site Assessment Unit. VCPRP is currently working on identifying potentially responsible parties. USDA is currently developing a CAS.
