Site Narrative:
The United States Department of Agriculture/Commodity Credit Corporation constructed and used 40 grain bins at the site during the 1950s and 1960s. The bins were located on the southeastern corner of the Clay County Campground in Wakefield, south of the intersection of 1st and Washington Streets. The grain bins were arranged in two east-west trending rows. The northern row, located 50 feet south of 1st Street, contained 17 grain bins, while the southern row, located 100 feet south of 1st Street, contained 23 grain bins. The bins were removed when the dam for Milford Reservoir was constructed because the water inundates part of the former grain bin area.
KDHE conducted a Site Evaluation in October 2013 and collected 10 groundwater and 16 subsurface soil samples from the site. Carbon tetrachloride was detected in three onsite groundwater samples at concentrations of 79 micrograms per liter (µg/L), 1.7 µg/L, and 0.8 µg/L. The concentration in sample W-2GW, 79 µg/L, exceeds the Environmental Protection Agency's Maximum Contaminant Level of 5 µg/L. There were no detections of carbon tetrachloride in any soil sample.
A workplan submitted by CCC/USDA to confirm concentrations of carbon tetrachloride on site was approved in April 2015. Selective Groundwater Sampling Report (Dec. 2015) indicated the presence of CT contamination in groundwater. Site to be added to IGA Appendix A. |
