Site Narrative:
The Home City Commodity Credit Corporation/U.S. Department of Agriculture (CCC/USDA) site is located in Home City, Marshall County, Kansas. CCC/USDA operated a grain storage facility consisting of 130 metal grain bins at the site from 1950 to 1971. No bins remain at the site.

During the CCC/USDA Private Well Sampling Program, conducted by KDHE in 1998, carbon tetrachloride was detected in a water sample below the Environmental Protection Agency (EPA) Maximum Contaminant Level (MCL); the site was referred to the KDHE/BER/Site Assessment Unit for further site evaluation.

During the SRE, a KDHE field team collected water samples from two wells and subsurface soil samples from the former CCC/USDA grain storage facility. Analysis of the soil samples indicated significant concentrations of carbon tetrachloride beneath the former grain bin locations. The detection of carbon tetrachloride in soil samples collected below the former CCC/USDA grain bins suggests that the CCC/USDA site is a source area for carbon tetrachloride contamination. After the SRE, a private well was sampled near the site in January 1999; carbon tetrachloride was detected at 6.3 µg/L. This information was forwarded through the EPA to CCC/USDA. The CCC/USDA provided an alternate water supply to the residence in March of 1999. In 2006 KDHE collected groundwater samples from three wells in Home City. Concentrations of carbon tetrachloride were non-detect and nitrate concentrations were below the respective MCL in each well sampled.

The site is not currently being addressed by CCC/USDA. In January 2012 KDHE requested CCC/USDA develop a sampling plan to resample private wells near former CCC/USDA grain bin Sites in Kansas where no monitoring program currently exists. CCC/USDA requested that KDHE perform the sampling, and KDHE prepared/approved a Private Well Sampling Plan in December 2012 for the Site. KDHE implemented the CCC/USDA-sponsored Private Well Sampling Plan for the Site in February 2013, and sampled two private wells during the event. Carbon tetrachloride was not detected in either sample collected. KDHE has asked USDA to consider resampling the domestic well.
