Site Narrative:
Solid Waste Management Unit (SWMU) 10 is titled the F-Line Area Ditches but also includes various buildings and sumps around the F-Line production area (F-Line Process Facilities and the Mechanical Roll Complex). Area of Concern (AOC) 6 is immediately west of SWMU 10 and is consolidated for the remediation. The F-Line had over 200 buildings on approximately 200 acres and is adjacent to Spoon Creek and Kill Creek in the east-central portion of SFAAP.

Solventless propellant was blended and formed by various pressing and cutting processes at the F-Line. The production buildings had sumps that received wash-down water and propellant waste from buildings. This wash-down water was typically discharged via piping to unlined ditches, which emptied into settling ponds at SWMU11. There have been multiple phases of investigation and remediation for SWMU 10 and the associated Area of Concern (AOC) 23 the Cleanup Under Explosives Foundations, and AOC 24 the Cleanup Under Explosives Sewers. Contaminants at SWMU 10 include fragments of finished propellant, pesticides from termicide application (i.e. aldrin, dieldrin, heptachlor, heptachlore expoxide, and chlordane), total petroleum hydrocrbons-diesel range organics, semi-volatile organic compounds (SVOCs)-polyaromatic hydrocarbons (i.e. benzo(a)pyrene, indeno(1,2,3-cd)pyrene, chrysene), SVOC-phthalates, explosive compounds (e.g., nitroglycerin, and 2-4-dinitrotoluene), nitrocellulose, heavy metals (i.e. lead, arsenic, and mercury), total polychlorinated biphenyls, and soil containing asbestos from building burns.

In 2001 the Army removed approximately 46,000 tons of contaminated soil from around buildings, in drainage ditches, and from the SWMU 11 Settling Ponds. In 2005 the Army completed additional 5,000 tons of contamiated soil removal around the F-Line mechanized roll areas and upland buildings.

KDHE Project code C4-046-71110, SWMU 10 F Line Area New Mechanized Roll Complex is consolidated and being worked under this site.

From 2006 to 2008 SRL performed remediation at the approximately 200 buildings categorized as Munitions and Explosives of Concern (MEC) buildings. The Army cleared the MEC explosive hazards in advance of the AOC 23 environmental soil removal in SWMU 10. Approximately 50 percent of the buildings had pesticide (termicide) application and the soils that had pesticide concentrations above cleanup levels were over-excavated for landfill disposal. There were over 31,000 linear feet of process sewer lines that were removed for Army clearance of MEC followed by contaminated soil removal at AOC 24 within SWMU 10. Approximately 70,000 tons of contaminated soil was removed for special waste disposal at the Johnson County Landfill.

The Final Corrective Measures Completion Report was approved in February 2016.
