Site Narrative:
In 1986, statewide water supply sampling conducted by KDHE identified carbon tetrachloride in PWS #1. In 1989 the city was connected to the Brown County RWD #2 system. Between 1987 and 2005, several investigations were conducted by or on behalf of KDHE which identified carbon tetrachloride, ethylene dibromide and nitrate contamination in the vicinity of the former CCC/USDA facility and the existing Ag Partners facility.
Soil and groundwater sampling conducted by KDHE in November 2005 (i.e., Supplemental Sampling Event (SSE)) indicated that both the Co-op and CCC/USDA are responsible for carbon tetrachloride contamination at the site and that the Co-op is responsible for the ethylene dibromide and nitrate contamination. Based on the SSE, CCC/USDA conducted a soil and groundwater investigation in 2007. The 2007 investigation identified sources at the former CCC/USDA facility and identified contamination migrating from sources associated wih the Ag Partners facility. KDHE has requested that CCC/USDA develop and submit an interim measure work plan/design to address carbon tetrachloride contamination attributable to historical CCC/USDA operations, and prepare a Corrective Action Study for the Site.

USDA has summitted a CAS and KDHE has accepted the CAS with comments 4/16/2018. KDHE approved a CAS addendum addressing VI concerns on July 14, 2020. The draft Corrective Action Decision (CAD) is in the Public Comment Period until November 15, 2020 |
